Method 1: Using Local Users and Groups
"Local Users and Groups" is only available for the Professional, Ultimate, and Enterprise editions in Windows 7 and in the Pro and Enterprise editions in Windows RT, 8, and 8.1.
- Press the Windows + R keys to open the Run dialog, type lusrmgr.msc, and press Enter. If prompted by UAC, click/tap on Yes. In the left pane, select Users.
- In the right pane under the Name column, double click on the locked out user account.
- Uncheck the Account is locked out box, and click on OK. If the Account is locked out option is grayed out, then the selected user account is not locked out.
